מה זה בעצם "מסלול"?

"מסלול" הוא לא שם של בדיקה אחת ולא שם של תקן מסוים. זהו שם כללי למערכת או לתהליך שבו מגישים בקשות לאישורי יבוא מול הרשויות הרלוונטיות.

המערכת מאפשרת להגיש מספר רישיונות או אישורי יבוא בבקשה אחת, לעקוב אחר הסטטוס, ולקבל התראות בדוא"ל או ב-SMS. כאשר מדובר במוצרים שחל עליהם תקן רשמי ישראלי, התהליך עשוי לעבור דרך מכון התקנים הישראלי ומערכת מסלו"ל פלוס.

האם כל מוצר חייב לעבור דרך מסלול?

לא. זו אחת הטעויות הנפוצות של יבואנים חדשים. הדרישות תלויות בעיקר בפרט המכס של המוצר, בסוג המוצר, בשימוש שלו, ובשאלה האם חל עליו תקן רשמי או רגולציה ממשלתית.

לדוגמה: יש מוצרים שיכולים להשתחרר ללא אישור מיוחד, יש מוצרים שדורשים הצהרה בלבד, יש מוצרים שדורשים אישור תקן רשמי, ויש מוצרים שדורשים אישור של משרד ממשלתי — למשל משרד התקשורת, משרד הבריאות, משרד הכלכלה, משרד התחבורה, משרד החקלאות ועוד.

מהו תקן רשמי?

תקן רשמי הוא תקן ישראלי שהמדינה קבעה שהוא מחייב לגבי מוצר מסוים. כאשר מוצר כפוף לתקן רשמי, היבואן חייב לעמוד בדרישות שנקבעו לגביו לפני שהמוצר יכול להיכנס לשוק הישראלי.

קיימים מסלולים שונים, כולל הבחנה בין:

  • הצהרת ת"ר — היבואן מצהיר שהמוצר עומד בדרישות התקן, תוך שמירה על תיק מסמכים מתאים.
  • אישור ת"ר — נדרש לקבל אישור רשמי לפני שחרור הסחורה, ולעיתים לבצע בדיקת דגם, בדיקת מסמכים או בדיקה פיזית.

למה פרט המכס כל כך חשוב?

השלב הראשון בכל יבוא מסחרי הוא קביעת פרט המכס הנכון. פרט המכס משפיע על:

  • שיעור המכס או מסי היבוא, אם קיימים.
  • האם נדרש אישור תקן.
  • האם נדרש רישיון יבוא.
  • האם חלה רגולציה של משרד ממשלתי מסוים.
  • אילו מסמכים צריך להכין לפני הגעת הסחורה.
טעות בסיווג עלולה לגרום לעיכובים, עלויות אחסנה, דרישה לבדיקות נוספות, או מצב שבו לא ניתן לשחרר את הסחורה מהמכס.

בדיקה מוקדמת לפני היבוא

לפני שהסחורה יוצאת מהספק, כדאי לבדוק: פרט המכס, האם חל תקן רשמי, האם נדרש אישור ממשלתי, האם קיימת אפשרות ליבוא במסלול הצהרה, ואם נדרש תיק מוצר. מכון התקנים ממליץ ליבואנים מתחילים להביא תחילה דוגמת מוצר לבדיקה לפני יבוא המשלוח כולו.

איסוף מסמכים מהספק

ברוב המקרים יידרשו: חשבון ספק, רשימת אריזה, שטר מטען, קטלוג ומפרט טכני, תמונות מוצר, הוראות שימוש, תעודות בדיקה קיימות, הצהרת יצרן, ומסמכי CE / EU Declaration of Conformity כאשר רלוונטי. המסמכים חייבים להתאים למוצר בפועל — שם דגם שלא תואם עלול לגרום לעיכוב.

הגשת בקשה במערכת המתאימה

לאחר שיש סיווג ומסמכים, מגישים בקשה במערכת הרלוונטית — מסלול+ לאישורי יבוא ממשלתיים, או מסלו"ל פלוס של מכון התקנים לאישורים בתחום התקינה.

בדיקת הרשות המטפלת

הרשות בודקת את הבקשה והמסמכים. לפי סוג המוצר והמסלול, ייתכן שהתהליך יסתיים באישור על בסיס מסמכים, בהצהרת יבואן, בבדיקת דגם, בבדיקת משלוח, או בדרישה להשלמת מידע.

קבלת אישור והמשך שחרור מהמכס

לאחר שהאישור מתקבל, המידע מועבר להמשך תהליך השחרור מהמכס. רק לאחר השלמת כל דרישות חוקיות היבוא ניתן לשחרר את הסחורה ללקוח.

רפורמת "מה שטוב לאירופה טוב לישראל"

במסגרת רפורמה זו, נוספו מסלולים המבוססים על התאמה לדרישות רגולציה אירופית. החל מ-1 בינואר 2025 נכנס בהדרגה מסלול תקינה חדש המבוסס על התאמה לאסדרות אירופיות מאומצות.

במוצרים מסוימים, כאשר קיימים מסמכים אירופיים מתאימים והמוצר משווק כדין באירופה, ייתכן שניתן יהיה להשתמש במסלול רגולטורי מקל יותר — אך לא כל מוצר נכלל ברפורמה ולא כל מסמך אירופי מספיק בפני עצמו.

טעויות נפוצות של יבואנים חדשים

להזמין קודם ולבדוק אחר כך

אם מגלים רק כשהסחורה כבר בנמל שנדרש אישור תקן, בדיקה, מסמך חסר או רישיון יבוא — המשלוח עלול להיתקע ולצבור עלויות אחסנה, דמי השהיה ועלויות טיפול.

לסמוך רק על הספק בחו"ל

ספקים רבים כותבים שהמוצר "מאושר", "CE", "תקני". זה לא תמיד מספיק לישראל — המסמכים חייבים להתאים לדרישות הרשות הישראלית, לדגם המדויק ולמסלול היבוא המתאים.

לא לבדוק את הדגם המדויק

מספר הדגם, מתח החשמל, תווית הסימון, ארץ הייצור או יצרן בפועל — פרטים כאלה יכולים להיות קריטיים מבחינת תקינה ויבוא.

להניח שמשלוח קטן פטור מדרישות

Importing goods into Israel is not as simple as placing an order, paying the supplier, and shipping. In many cases, before a shipment can clear customs, you must obtain an import approval, a license, an official standards certificate, or submit an importer declaration through a government online system.

One of the central systems in this process is known as Maslul+. Alongside the government portal, the Israel Standards Institution (SII) operates Maslul Plus, used for submitting import approval requests related to product standards compliance.

What Exactly Is "Maslul"?

"Maslul" is not the name of a single test or standard. It is a general term for the system or process through which import approval requests are submitted to the relevant authorities.

The system allows importers to submit multiple licenses or approvals in one request, track their status in real time, and receive email or SMS notifications. When products are subject to an Israeli official standard, the process may go through the Israel Standards Institution and its Maslul Plus platform.

Does Every Product Need to Go Through Maslul?

No. This is one of the most common misconceptions among new importers. Requirements depend mainly on the product's customs tariff item, its type and intended use, and whether it is subject to an official standard or government regulation.

For example: Some products can be cleared without any special approval; some require only a declaration; others require an official standard certificate; and still others require approval from a specific government ministry — such as the Ministry of Communications, Ministry of Health, Ministry of Economy, Ministry of Transport, Ministry of Agriculture, and others.

What Is an Official Standard (Teken Rishmi)?

An official standard is an Israeli standard that the state has declared mandatory for a specific product. When a product is subject to an official standard, the importer must comply with the requirements before the product can enter the Israeli market.

Two main tracks exist:

  • Standard Declaration (Hatzhanat T.R.) — The importer declares that the product meets the standard requirements while maintaining a supporting document file.
  • Standard Approval (Ishur T.R.) — A formal approval must be obtained before clearance, sometimes including a product sample test, document review, or physical inspection.

Why Is the Customs Tariff Item So Important?

The first step in any commercial import is establishing the correct customs tariff item. It determines:

  • The customs duty rate, if applicable.
  • Whether a standard certificate is required.
  • Whether an import license is required.
  • Whether a specific government ministry's regulation applies.
  • Which documents must be prepared before the shipment arrives.
A misclassification can result in delays, storage charges, demands for additional testing, or a situation where the goods cannot be released from customs at all.

What Does the Process Look Like in Practice?

Pre-Import Check

Before the goods leave the supplier, verify: the customs tariff item, whether an official standard applies, whether a government approval is needed, whether a declaration track is available, and whether a product dossier is required. The SII recommends bringing a product sample for testing before importing a full commercial shipment.

Collecting Documents from the Supplier

Typically required: Commercial Invoice, Packing List, Bill of Lading or Air Waybill, product catalogue and technical specifications, product photos, user manual, existing test certificates, manufacturer's declaration, and CE / EU Declaration of Conformity where applicable. All documents must match the actual product — a mismatched model number can trigger a delay.

Submitting the Application

Once classification and documents are ready, the application is submitted through the relevant system — Maslul+ for general government import approvals, or SII's Maslul Plus for standards-related approvals.

Authority Review

The authority reviews the application and documents. Depending on the product type and track, the process may conclude with a document-based approval, an importer declaration, a sample test, a shipment inspection, or a request for additional information.

Receiving Approval and Clearing Customs

Once approval is granted, the information is forwarded to continue the clearance process. Only after all legal import requirements are met can the goods be released to the consignee.

The "What's Good for Europe Is Good for Israel" Reform

In recent years, significant changes have taken place in Israeli import regulation. This reform added tracks based on alignment with EU regulatory requirements. From 1 January 2025, a new standards track based on adopted European regulations is being gradually introduced.

For certain products, when appropriate European documents exist and the product is legally marketed in Europe, it may be possible to use a lighter regulatory track — but not every product is covered by the reform, and not every European document is sufficient on its own.

Common Mistakes by New Importers

Order First, Check Later

Discovering only when the shipment is already at the port that a standard approval, test, missing document, or import license is required can cause the shipment to be held, accumulating storage fees, demurrage, and handling costs.

Relying Solely on the Overseas Supplier

Many suppliers describe their products as "approved", "CE", or "compliant". This is not always sufficient for Israel — documents must match Israeli authority requirements, the exact model, and the appropriate import track.

Not Checking the Exact Model

Model number, voltage, labelling, country of origin, or actual manufacturer — details like these can be critical from a standards and import perspective.

Assuming a Small Shipment Is Exempt

Even a small or first shipment can be subject to import compliance rules. There is a meaningful difference between personal import, samples, commercial import, and import for resale.

Not Preparing a Product Dossier

In declaration tracks, the importer is still responsible for holding documents that prove compliance. A declaration does not mean "no requirements".
